The Department of Finance’s Independent Parliamentary Expenses Authority (IPEA) decided to explore the viability of developing an application (app) for mobile and tablet devices. 
The app was to be designed for parliamentarians and their staff to assist with the decision-making process relating to travel at Commonwealth expense. 

It was also required to be interactive, user-friendly and primarily used as a tool to engage and educate parliamentarians with scenarios that apply to travel.
